A UN commission of inquiry has concluded that Russia’s forcible transfer and deportation of thousands of Ukrainian children constitutes a crime against humanity and a war crime. The report highlights that 80% of the children have not returned, four years later. Kyiv claims almost 20,000 children have been relocated. Investigators also documented the “extreme violence” used against foreign recruits from 17 countries, who described being treated as “cannon fodder” in high-risk front-line assaults. While the Kremlin continues to ignore the commission’s findings, the report underscores the direct involvement of Vladimir Putin in executing these policies since the 2022 invasion.
