The Liberties Rule of Law Report 2026 finds democracy and the rule of law are still deteriorating across much of Central, Eastern and Southeast Europe, with “active dismantling” and cumulative decline spreading even into EU institutions. The report categorises Bulgaria, Croatia, Hungary, Italy and Slovakia as “Dismantlers” that are actively eroding rule-of-law institutions. The report also highlights that many EU states remain “Stagnators,” showing little progress on repeated European Commission recommendations, and notes a widening “implementation gap” where most recommendations are repeated without being fully addressed.
